Ecuador’s PPP pipeline – transport a priority
The Government of Ecuador is developing 10 PPP projects with a total value of $2.9 billion, announcing this at the leading infrastructure and energy financing conference hosted this week in Miami.
Speaking at IJLatAm (2024) – the Miami conference hosted by IJGlobal – Pablo Cevallos Palomeque, Ecuador’s Secretary for PPPs, announced that the country’s PPP portfolio contains 8 roads, 1 port and 1 airport.
The projects are:
- Viaducto Sur Guayaquil (44km) – $725 million
- Manta - Quevedo (192km) – $638.3 million
- Pifo - Y de Baeza (89km) – $295.9 million
- Montecristi - La Cadena (103.91km) – $171.3 million
- Bahía - Pedernales - Cojimíes (143.34km) – $235.5 million
- Loja - Catamayo (36.5km) – $121.3 million
- Ambato - Baños - Puyo (90km) – $378 million
- Buena Fe – Babahoyo – Juján (135km) – $317.4 million
- Esmeraldas Port – $109.5 million
- Manta Airport – value to be determined
Of these projects, Viaducto Sur is the sole greenfield development.
PPPs currently under structuring which are most likely to be tendered first are:
- Manta – Quevedo
- Pifo – Y de Baeza
- Montecristi – La Cadena
The projects will have 30-year concession terms.
The Inter-American Development Bank (IDB), the International Finance Corporation (IFC) and the Technical Corporation of Spain are assisting in developing the projects.
Ecuador’s recently passed PPP law allows for the country to procure social infrastructure, mining and renewable energy projects under the PPP secretariat – with several initiatives under review, said the PPP Secretary.
