Adviser selected for Alberta healthcare P3


The Government of Alberta (GOA) has selected a winner for the provision of transaction advisory services for its Red Deer Regional Hospital Centre (RDHRC) redevelopment project.

The procuring authority has selected Ernst & Young out of the 3 firms that responded to the RFP issued in January (2023), IJGlobal has learnt.

The 2 bidders that lost out were:

  • Colliers Project Leaders
  • Deloitte

EY will support the P3 project through its development and procurement phases.

The first phase includes initiation to completion of P3 business cases, which is expected this summer. Meanwhile, Phase 2 starts from approval of the business case to conclusion of procurement, slated for 31 March 2025.   

The hospital redevelopment project includes:

  • inpatient towers to support 100 net new beds along with 100 shelled beds
  • cardiac catheterisation labs
  • operating rooms
  • off-site ambulatory building along with required on-site services

RDRHC was built in 1980 and has 370 inpatient beds, along with ambulatory and diagnostic services. At current capacity levels, the hospital is not keeping pace with demand for inpatient and outpatient specialty care services.

It is the only Level 3 trauma referral hospital and the key access point for specialised care in the Alberta Health Services (AHS) Central Zone.

The procuring authority is working with KPMG as its financial adviser.

GOA was contacted for comment but had not replied by the time of publication.
