JV announced for Dutch motorway PPP
The Netherlands’ Ministry of Public Works and Water Management, Rijkswaterstaat, has selected the ALSÉÉN consortium to implement its €200 billion ($216.6b) A27 Everdingen-Hooipolder Roadway PPP project.
ALSÉÉN comprises:
- Ballast Needam – Dutch construction and engineering company
- Fluor – American construction and engineering company
The project is being solely financed by the Ministry of Public Works and Water Management and is a part of the wider, 2-part A27 motorway project which comprises a north and a south section.
The ALSÉÉN consortium won the contract for the southern part of the roadway, which has a cost of €1.5 billion. The 7km north side has a project value of €500 million.
The DBM initiative will:
- widen circa 40km of the existing A27 motoway
- repair the Hooipolder junction
- replace the Merwede and Keizersveer bridges
- connect the roadway to the future Groote Haar business park in Gorinchem
The project will be completed in 2 phases. The first phase will end at the final design stage and will include:
- full site investigations
- complete design packages
- advanced work packaging
This will allow for the second phase:
- construction design
- construction works
- 15-year maintenance phase
The preparatory works will begin in 2023 and the project is scheduled to reach completion by 2029-2031.
